By the rules, the license holder can be doping tested where ever, when ever, without pre-notice by WADA or NADO officials or by WHEA order (testing done by NADO or independent testing company).

An athlete is always responsible about the medicines / nutrition the athlete uses. Prescription by a doctor is not an permit to use banned substances or methods.
